Overview:
As a result
of the recognition of the cyber threats posed by nation states, hacker groups
and other sources the government issued 10 CFR 73.54 which is a Rule that
requires nuclear power plants to establish programs and plans to protect their
critical digital assets (CDAs) against cyber attack. In order to aid licensees
in achieving this goal the NRC issued RG 5.71 (a Regulatory Guide) which
outlines an acceptable approach for meeting the requirements of the Rule.
Unlike the NERC CIPs this is a ‘performance based’ rule. This presentation will
discuss the specific features of the regulation and the requirements it places
on plants as well as their vendors, supply chain and contractors.
Speaker:
Dr. Shaw is an experienced automation and cyber
security expert with extensive I&C as well as DCS,
SCADA and PLC knowledge. He is currently contracting to the NRC in support of
that commission’s efforts to require operating nuclear plants and fuel
facilities to establish cyber security programs and measures to protect plant
safety, security and emergency preparedness systems from cyber threats.
