NOTICE OF CONTRACT OPPORTUNITIES
The Washington Suburban Sanitary Commission (WSSC) is the 8th largest water and wastewater utility in the nation, with a network of nearly 5,400 miles of sewer pipeline within Prince George’s and Montgomery Counties, Maryland. In their efforts to meet a federally mandated Consent Decree by December 2015 and the need to rehabilitate their aging infrastructure, WSSC is preparing to solicit for additional Indefinite Delivery Indefinite Quantity (IDIQ) Contracts for trenchless rehabilitation of sewer mains. The planned work is currently being designed in multiple sewer sheds across the Sanitary District. The Consent Decree requires work detailed in these IDIQ Contracts to be completed within a specific timeframe to eliminate or reduce sanitary sewer overflows and basement backups.
An Indefinite Delivery Indefinite Quantity Contract is a competitively bid, firm, fixed price construction Contract. The Scope of Work shall include detailed repair, rehabilitation or replacement tasks following the WSSC approved Standard Specifications and Standard Details. Unit Prices shall be established through this bidding process. The WSSC will be advertising Solicitations through its Centralized Bidder Registration (CBR) system. Approximately 23 Contracts will be advertised over the next several months. The next series of bids for three Contracts will be posted on or before February 29, 2012. The Prime Contractors awarded these projects shall have construction teams capable of executing repair, rehabilitation and replacement of sanitary sewer mains, manholes and related sanitary sewer infrastructure in an expeditious manner.
In 2011, there have been six IDIQ Contracts awarded. It is anticipated that an additional 20 IDIQ Contracts will be solicited before April 2013. The previously awarded Contracts are as follows:

These IDIQ Contracts are predominantly trenchless in nature. It is anticipated that more than 60 percent of the existing sewer mainline and manholes are required to be rehabilitated by the installation of structural liners or by grouting, ultimately using trenchless technologies. Additionally, there will be some pipe bursting, open cut, and sewer manhole replacement projects. There are two types of IDIQ Contracts being solicited. They are IDIQ Roads and IDIQ ESA (Environmentally Sensitive Areas). The Roads Contracts are developed specifically for sewer work within residential areas and the ESA Contracts are the sewer work in off road and environmental areas such as parks, wetlands, stream and critical habitat areas. Once these IDIQ Contracts are awarded, the Contractors will be assigned Task Orders to complete the rehabilitation of sewer assets located within the associated Basins. There will be a five year base-term with the potential for one 24 month option. The estimated total Contract value for these IDIQ Contracts range from 10 to 30 million dollars. Approximately 23 additional IDIQ Contracts will be advertised and awarded throughout 2012 and 2013.
